The State versus Civil Society:
Democracy and Sustainability in Ireland

Abstract: In recent years the Irish administrative system has undergone significant change. In the name of increasing democratisation, institutional mechanisms such as the Area Based Partnerships and Local Authority Strategic Policy Committees have endeavoured to devolve power away from the centre. These new initiatives require the structured participation of the community and voluntary sector alongside the more traditional social partners of state, employers and unions. This paper chronicles the increasing franchise and scope of democracy in Ireland that crucially fails to achieve authenticity.
